Introduction
Today, Louisiana held the runoff election for its Second Congressional District, to fill the remainder of its term. The Second Congressional District had been vacated by former Congressman Cedric Richmond, who took a position in the Biden White House as advisor. The jungle primary for this seat was held on March 20, 2021, along with a jungle primary for Louisiana's Fifth Congressional District, which had been vacated following the death of former Congressman Luke Letlow from complications associated with COVID-19. On that date, no candidate in the Second District obtained a majority, leading to a runoff between the top two vote-getters Karen Peterson and Troy Carter (In LA-05, Julia Letlow, the late Congressman's widow, won outright on March 20 with over 60% of the vote).
Both Carter and Peterson are Democrats, with this being Louisiana's black Majority-Minority district. President Biden won 75% of the vote in LA-02 last November. Troy Carter is a state senator from Louisiana's 7th State Senate District, and is endorsed by, among others, the previous officeholder Cedric Richmond, House Majority Whip Jim Clyburn, and a number of members of the House Congressional Black Caucus. Karen Peterson is also a state senator, representing Louisiana's 5th State Senate District, and is endorsed by, among otheers, EMILYS List, the Congressional Progressive Caucus, Stacey Abrams, and New Orleans mayor LaToya Cantrell.
